Topic: Drought Response Planning

Presentation Summary:

This workshop will focus on applying a quantitative approach to selecting, developing, and implementing a suite of effective drought response actions.  Topics that will be covered in this workshop include (a) applying a systematic approach drought response planning; (b) a comprehensive inventory of effective drought response measures and actions, (c) methods and tools to assess your community’s water use – by sector and end use – and to identify opportunities for savings, (d) methods and tools to prioritize actions, pursue regional and local drought response measures, and conduct targeted outreach; and (e) lessons learned during the current historic California drought.

California Stormwater Quality Association – “Stormwater – Are We Making a Difference?”

Tuesday, October 20, 2015 – Session 3, Track B: Industrial Stormwater Management, the ERA Process and Advanced BMPs, 4:20 pm to 4:50 pm at the Regency Grand Ballroom

Topic: Receiving Water Impairments, the Exceedance Response Actions Process, and Challenges to Implementing Advanced BMPs

Speaker: Matthew Zucca, P.E., QISP/ToR

Presentation Summary:

Receiving waters across the state of California are impaired for a wide variety of pollutants from nutrients and fecal indicators to more persistent compounds such as metals and polychlorinated biphenyls (PCBs).  When the Industrial General Permit (IGP) says “…shall not cause or contribute to an exceedance of any applicable water quality standards in any affected receiving water,” how do stormwater practitioners evaluate a facility whether for a New Discharger or as part of an Exceedance Response Action?  When a discharger has been found to be in violation of a Receiving Water Limitation, they are required to go beyond the Best Available Technology Economically Achievable (BAT)/ Best Conventional Pollutant Control Technology (BCT), if necessary, regardless of the economical practicability of such measures.  This presentation discusses issues that may arise from receiving water impairments and the re-opening of total maximum daily loads (TMDLs) as we move forward under the new IGP particularly with difficult pollutants that are both environmentally persistent and with extremely low water quality objectives (e.g., PCBs).  Also, treatment options for selected pollutants will be reviewed.

California Studies Association – “Parched: Dry Times in the Golden State”

Topic: Is California Drying Up? Policy Interventions, Past, Present, and Future

Presentation Summary:

This talk will discuss the major water-related policies that have been enacted recently in California in response to the historic drought of 2012-2015. These include the passage of the Sustainable Groundwater Management Act (SGMA) in 2014, and the State Water Resources Control Board’s Emergency Conservation Regulation in 2015 that is designed to reduce urban potable water use by 25% relative to 2013. The progress on enacting these new laws and regulations, and their immediate and long-term impact on how we view, use and regulate water in the future will be discussed.

Law Seminars International – “Groundwater Regulation in California”

Topic: New Department of Water Resources (DWR) Regulations on How to Define Boundaries

Speaker: Anona L. Dutton, P.G., C.Hg.

Presentation Summary:

There are currently 515 groundwater basins in California, as currently defined by the DWR. As part of implementation of the SGMA, agencies have the opportunity to petition DWR for a basin boundary revision based on either technical or jurisdictional bases. By 1 January 2016, DWR is expected to adopt regulations that will define the process and criteria by which basin boundary petitions will be evaluated. This talk will discuss the key requirements of the anticipated basin boundary revision process and potential strategic and technical benefits and approaches to pursuing basin boundary modifications.
